do you know where it would be possible to get blank fans? I've tried a few art stores but haven't had any luck.

I bought this in Daiso - a japanese 200yen store =)
But for some others I bought it in ArtFriend - idk if there's this shop where you are, but it's a pretty large chain :), and I make the fan using new paper and stuff~ yeah~
